This bill cuts a wider swath than just Cabo...Manzanillo, Sonora, and Sinaloa lobbied for it. These are the 3 main recieving areas.
The more i talk to my lawyers and amigos in politics the more i learn this bill has little to do with fishing...

This bill is a ruthlessly shrewd red herring...garnering a lot of political and financial support from Central America...for obvious reasons...
Fish will be caught...but that was not the underlying purpose for allowing these boats back in and getting them within closer range to shore...
This was not thought up by local politicians and fisherman...read between the lines and it's quite clear who is calling the shots still down here in Mexico and Central America...

As a frequent vistor to Cabo I have sent an e-mail to all of the goverment officials that were listed in the TBF news article registering my concerns about NOM-029. I don't know if it will help but it was an easy thing to do.
