Costa Rica has great fishing on the whole coast. There are many options depending on what other things you want or need. I run a charter boat called Predator out of Los Suenos Marina. Check me out at www.costarica-sportfishing.net
Los Suenos is located on the central Pacific of Costa Rica. It is about 10 mins from Jaco. Jaco is a good size beach town with EVERYTHING + some you don't want. Los Suenos is the nicest newest marina in Costa Rica.

The wife and I honeymooned and fished in Guanacasta, Costa Rica and stayed at www.premierfiesta.com. Its an all inclusive place that runs about $150 a day and was well worth it.
This was the greatest place we've ever stayed and the fishing was incredible. The food and booze were great and honestly, you could lounge around every day and never be bored.
As for fishing, avoid using the resort recommended fishing charters. Too expensive and they don't seem to catch as many fish.
We used a private guide from Cocoa Beach that actually picked us up on the beach of our resort.....literally backed the boat up to the beach. 26' center console with twin 150's on the back. Busted their stones to get some fish in the boat. Wife caught about 120lb sailfish and I nailed about a 40lb Roosterfish on a six hour charter. We lost a really nice size mahi as well, got caught up in the prop. We actually saw Sailfish jumping all day. Saw marlin swimming around periodically.
The charter cost us $425 for six hours.....if your taking a group of people, work it out that you take two to a boat.....more comfortable and cheap enough to catch fish all day. I handed a $75 tip and they were MORE than grateful.
