It is my understanding all that work on your boat need a card but what if you do not fish out of a big commerical port. Really what I want to know are part time help we use in the summer that often only fish with us during offshore season need a card and I am referring to mates mostly as I already have one myself but my brother works on inshore trips part time as so a few local college kids.
My guess is they do but want to make sure
