Heard somewhere that a sustained s.w. wind pushes the warmer surface water away from shore, replaced by the colder that was below.Sounds good!
That has to be some cloud disturbance. Fog, possibly. The Delaware Bay looks clouded over in that shot.
Luck is what happens when preparation meets opportunity.
I can tell you at the mouth of the Ches Bay it is that cold. We drove out of the bay Weds morning (heading offshore - east of the ES of VA) and we passed over a long area of cold water. Air temp was cold...no fog but the cold water is definitely there.

water is that cold inshore, was that way 2 days ago, got about 10 nm from Chinco. and it jumped.
