real fast answer to your question.
for tackle The TLD 25 with 30lb hi-vis mono, the rod should be a 30lb class rod with no roller guides
a 20 ft wind on leader of 80lb test mono with a 6 to 10 ft leader to the bait of the same material. attach your wind on to the main line with a bimini and a yucatan knot. tie a swivel to the other end of the wind on. for hooks, the staple would be a 9175 mustad
30 class rod and reel (preferable lever drag style). 30-40 lb main line. 60 lb clear mono or flouro at least 40 feet tied to a small double ring coastloc that matches as closely as possible to the line strength. Leaders 8-12 foot; loop at one end and hook at the other all pre made and rigged w/ small hoos or the smaller med hoos, matzuo 7/0 o'shaugnassey (spelling?) or 9175 or 9174 mustad 7/0 (9175 is black nickel) I use 60 lb leader but after the chaffing I have seen I may go to 80 lb. If wind on only then increase 60 lb leader from main line to 50-60 feet and crimp hook directly to leader main line. I use this style for my pitch bait. My main line from my reel is tied to my leader whether windon/coastloc or just windon by a no name knot. See if you can find some of the .8 or .9 double barrel crimps. They work great and offer a smaller profile for the 60 and 80 lb leader. 1.0 crimps say 60 to 100. 20 Lb monel for the tie down work at the hook. This style of fishing works good to for the sails.

This is NOT IGFA legal. You need to make some changes to this to fish in the WMO. Line class over 20 lbs allows for 40 ft. of leader--that is from the beginning of the first knot, crimp, double line, etc...to the end of the hook.

For fun fishing for whites i would use TLD 20 or 30 2-speeds spooled with 30 Hi-Vis line with a 25 foot 60LB wind-on crimped to a 75LB momoi diamond snap with a 10 foot 60LB leader with a mustad 9175 weighted ultra point. For kill tournament fishing i would use a TLD 30 2-speed spooled also with 30LB Hi-Vis line a 80LB wind-on leader and a 80LB or 90LB leader. Hope this helps.

You are actually only allowed 30 feet of leader....40 feet of double line and leader, don't want to get tripped up on that one fishing in a major tourney. On most of my white marlin fishing I use TLD 25's on 30-50 rods, 6.5-7' long....40# mainline tied to a 80-100# snapswivel. 20' of 80# leader (not fluoro) tied to a 7/0 Matzuo hook. IMO you don't need to be stealthy fishing for bills. They aren't leader shy and don't mind the snapswivel and you need to be able to get baits back out QUICK so.....no need for a wind-on IMO. Guac rigs would be set up a little differently.

If I fished in tournaments, I would be sure to follow all guidelines to the T especially if there was money on the line. This type of rigging is for fun billfishing only as I do not regularly participate in any type of tournaments. I don't have a ton of experience fishing for whites either. But I am getting more and more every season.

The same but slightly different.
TLD 25 or 30, or Int 30, 30 pound sufix hi vis. 2 foot bimini, modified albright24 feet of 60 pound sufix or ande clear wind on. 60 or 100 pound ball bearing snap swivel, 5 feet of 80 pound sufix or ande to a 6 to 8/0 9175 or Matzuo.
4 to 6 pounds of drag at strike. 9 pounds marked over the button in case a blue or a tuna gets on there. I like a light to medium action rod, a little whippy at the tip to allow for shock absorption. Ugly stick, Star and Chaos are my favorites.
