i think there are a lot of people that are unaware of the change. the ones that are aware and are keeping small fish probably are chalking it up to the cost of fuel, bait, time, etc..., etc..., and dont want to come home skunked. the regulations are there for a reason whether we like them or not. keeping illegal fish only hurts us in the long run.

Agree with you on the long term damage.

Ignorance of the BFT rules - and changes - is no excuse, as everyone should know how dynamic these are and make sure they know the current status before heading out.

As for willfully disregarding the rules, the cost of getting out there just doesn't justify the illegal action. Everyone has a responsibility for maintenance of this resource. Easy to deal with though - just fine them $1000 plus $10/lb for the illegal fish, confiscate the fish, cancel the NMFS permit for the current year and the next two years. Sorry, but I look at these folks the same as those who run red lights - they feel that their needs are more important than anyone else's....

Of course, the above is JMHO.
