Here is an alternate solution you may have not thought about. Keeps everything organized and doesn't tip. Snap on the top over the hooks and keeps everything dry. You just have to remember to pick it up by the handles, which is a drawback that could be corrected with some engineering. Plus you can through a bunch of other stuff in there, since the bottom stays dry with the tops on.

Take a 3/8th drill bit and drill holes around the rim of the bins, and you have protected the hooks. You can spray some foam insulation before you drill and you now have a hand safe basket...
