rigging baits with circle hooks

with the change in the igfa rules that state that one must use circle hooks when using natural bait(hopefully i am correct on this but if not then can someone please fill me in on the details) i was wondering how to rig a ballyhoo on a circle hook and still have it work with a blue and white illander for marlin. I read some were that you have to put the hook in front of the illander so the circle hook can still function correctly
