depending on when in April - I would have to say Costa Rica - I flew their from Philly last month and it was a breeze on Delta. Their are some good operations here on the site in Los Suenos. I personally like Dominical better becuase I have a set up with a charter boat their. Very quiet and peaceful. Charter captain lets us do what we want. hook set, wire, release, rig baits the whole thing or less if we want. super nice guy and very reasonable. You may not catch 30-40 fish but the satisfaction of doing it all yourself and cathing 8-12 fish is much more satisfying to me. Weather is calm, food is great and their is plenty else to do besides fish. Dominical is much more rustic and calm. Los Suenos Marriot is a beautiful 5 star with the price to boot. Their are some operation where you can charter the boat and stay at the owners condo as well. Ask Whitey about this one. I stayed in a beautiful moutain top hotel for about $75.00 a night (includes taxes) great hosts and just a quick cab ride to Los Suenos.
Also - Cancun -although I am going for the first time next month I have heard of great things from their. I heard its rough. plenty of sails and the whites start showing up late april and may. All - Inclusives or staying on isla to avoid the spring breakers.
Venezuela - Great Blue Marlin fishing. Delta flies their. Rough as a cobb and not the best place for family. It is strictly a fishing destination unless you go their to fish for a couple of days and then take the family to Los Roques or some other excursion like Caniama (angel Falls). Prime Time, South Paw, Waterman, Vintage are all good boats. I usually go their with friends but did go once with my wife and she really enjoyed Los Roques. Great place if all you want to do is relax.
Punta Cana - billfishing should be taking off around the end of April. Nice all-inclusives and short runs to the fishing. can be rough.
Miami - I chartered Miss Britt with captain Alex and Ray Rosher. But I guess you already know about himWe enjoyed staying at the Lowes. Best bloody mary's in Miami. Don't drink at the marina bar where Ray keeps the boat. They'll suck you dry.

Not sure if Delta goes there or not, but it is really hard to beat the Turks. The water is beautiful, the north side of the island has a big drop, the south is miles and miles of shallows, and the coral heads are teeming with fish. It can be expensive to stay in the resorts, but if you search around you can find affordable houses to rent.
In terms of Costa Rica, I'm going to Quepos in another week, so I can let you know about that area if it's on the list for you.

Cabo is good if you want more night life.
Don't think I would bring my family to venezuela, although the fishing was great
Been to Belize a bunch of times (friend lives there). Not much in the way of offshore fishing, but reef and flats are alot of fun. Good place for the family
We try to get to the keys every april. The only billfish we have caught are sails, but there are many other options from blackfin to tarpon

I didn't go to many bars in Dominical. I think Thrusters was one and another down by the bakery. We ate at La Parsela a few times as well. domincal.biz is a great website. Mako One with capt Mark is the boat I am talking about. If you decide to go please tell him that I sent you. My brother just got back and had a great time. The fishing sucked so mark offered them to go snorkeling and inshore fishing. He was thoroghly impressed that the captain didn't try to take his money for a second day eventhough the boat was booked months in advance. He cut the rate and took them snorkeling. Horseback riding their is also a big draw. As well as the canopy tree liners. I did that in Jaco the day before the tournament. It was one of the coolest things I have ever done.
I second the Punta Cana recommendation. Great fishing, nice all-inclusive resorts and easy to get in and out of. I have stayed at Punta Cana Resort a quite a few times. Beautiful beach with well maintained grounds on-site nature walk and fresh water spring. Charters run out of their private marina.
