Probably depends on the boat a bit also. My forward holders are elevated about 12" higher than the middle. I don't think they planned that for this purpose, but it works out as this seems to avoid the sawing problem. I run the long rigger clip over the short line so I am able to send out a new long without bringing in the short by dropping down the center, past the short, then putting the line in the clip and sending it out.
