I attended the Public Comment meeting for the Proposed Rule to temporarily Suspend Circle Hook Requirements in Atlantic Billfish Tournaments This evening. Here are some of the notes that I took.
The turn out was rather disappointing but I attribute that to the odd location - Snow Hill Public Library, and the lack of promotion of the meeting. Except for White Marlin Open President Jim Motsko, I think the few that were in attendance heard about it from a friend or from this site.
The meeting was held to hear public comments on three alternatives to the Current Circle Hook Regulation.
The Current Regulation as it stands now is
Anglers Fishing from HMS permitted vessels and participating in Atlantic Billfish Tournaments must deploy only non-offset circle hooks when using natural bait or natural bait/artificial lure combinatons and may not deploy a J-hook or an offset circle hook in combination with natural bait or a natural bait/artificail lure combination.
The Proposed Rule or course of actions are 3 alternatives.
Alternative 1 - No Action (status Quo) Maintain existing non-offset circle hook requirements for anglers fishing from HMS permitted vessels and participating in Atlantic Billfish TOurnaments.
Alternative 2 - Suspend existing non-offset circle hook requirements for anglers fishing from HMS permitted vessels and participating in Atlantic billfish tournaments through Dec 31, 2007. (Preferred Alternative)
Alternative 3 - Remove Atlantic Billfish tournament circle hook requirements and promote voluntary use of circle hooks by tournament anglers. (considered but not further analyzed).
Two individuals Publically commented for the record.
WMO President Jim Motsko voiced his comment as a strong proponent of the Current circle hook ruling. He also did not object to the suspension of the circle hook ruling for the following reasons.
1. The delay will allow time for NMFS to define what a circle hook is.
2. The delay will allow for Anglers to learn and become more familiar and comfortable with the use of non-offset Circle Hooks.
Capt Franky Pettolina publically commented saying he did not have a problem with non-offset circle hooks for the use of white marlin fishing with natural baits. He further voiced his request that NMFS strongly study and reconsider the allowing of the use of J-hooks for the purpose of targeting blue marlin while using Natural/Artificial Combination baits.
The Public Comment period is open Until march 30th 2007

The official Ruling is to be handed down in April.

Although the official comment period ends on March 30th The director encourages comments beyond the deadline period.
Their is no proposed action to officially propose alternatives to allow J-hooks on Natural Bait/artificial bait combinations at the moment. But they are discussing it and encourage all comments on the subject.
