If you want to look at property that has some great fishing potential, check out Los Buzos.
An American developer named Morris Palmer is putting this project together. Right now they're beach-launching center consoles (no marina yet) but the fishing shows some real potential and it's literally virgin territory.
You just gotta love being able to head out for a couple hours in the afternoon and jump a couple blues like this one in flat-calm seas.

Los Buzos is a five hour car ride, but only an hour by air. Has great possibilities.

I would try southern Costa Rica, Golfito. We just moved our boat there. Great place. Panama is tuff no real marinas, pirateing can be a problem. Fishing is better. Out of Golfito you can still fish the Hannibal Bank in Panama etc. with good fishing and safer overall.
You gotta be jokin' right? CR is far more dangerous than Panama will ever be. Fishing suks this year in CR - oh sure they get a marlin and a few sails every now and then, but not the numbers of past years. The "red tide" is still hanging around Carrillo Beach and Herradura Bay (since Feb)
David harbour and Flaminco Marina are great places. Anchor out or tie up at the dock. Fuel isn't nearly as expensive. Yes you can fish Hannibal Banks, but the vast majority of the fishing is East of there, closer to Cebaco Bay. Buzos will be a great addition to a wonderful country.
Pirating - where and when? Haven't seen anything there in years. Now if you're talking about Colombia, Peru then I'd say yes.

According to the latest figures, fishing is down 20% from last year. And, from most of the captains I've spoken to this past week, it's worse than that in Los Suenos-Jaco-Quepos and Carrillo.
The red tide is still hanging around. http://www.ticotimes.net/fishing.htm So out of 80 + charter boats in the immediate area, five marlin and a handful of sailfish were caught. That's hardly anything. A blip on the screen.
Over in Panama, Pesca Panama's boats (4) caught that in one day.
And, if you really want to score BIG TIME - focus on Galapagos. I have a friend who released 28 Striped Marlin in four days, averaging 225#. The largest was 350# on 50# standup.
