We've using these for years and they work great.
Prob not the same rig your talking about...

Here is your answer. Mackeral stick baits are rigged with bamboo skewers down the sides, a small weight sewed into the mouth and the hook buried in the back with the line exiting the fish just after the head. This enables the bait to remain straight and facing into the current while sitting on the line. If rigged properly it actually looks like the mackeral is alive and swimming. This is the primary dead bait used for catching giant bluefin at the cape and off of Georges Bank
