Captain and Boss/Owners always have the final say. I think networking is key to winning some tournaments. The ocean, wind, tides, current, rips, bait and color changes can change it a minute. In tournaments it's a life or death situation to stay connected with your buddies, your mates, your mates buddy's and friends (just like Nascar), if you don't share info. or have the right connections your chances will drop dramatically.

Local knowledge can certainly give you the edge, It's like having your own minute to minute Roff's report - but better.

Now on a day to day bases the Captain knows best.

On our boat I explain to the man footing the bill what is biting where. I have spreads mapped out from dink meat through mixed to zilla plastic.. He's paying the freight and I let him pick which game he wants to play. I explain where the bites are taking place, what our boats capabilities are as far as time and sea condition to get to the varous bites.
My mate and I scan the sat shots, talk to ones we share info with and make a game plan...Its all about team. We work together and if we need to make adjustments that too is done as a team with everyone on the same page... Very seldom do I disagree with a team call. By laying out all the details to them all, we usually wind up n the same page...
We know our stengths and weaknesses and don't pretend to be something we aren't. For example we are not well oiled in numbers fishing for whites... We could try and probably pop up ok numbers but we're realisticly not gonna threaten guys that make that their focus...
We are planning on Big Rock this year... May hire a local mate for the trip. He'll know the turf and his input for spot will most likely get the call... By then I'll have the boat dialed in and should have a feel where the fish will raise on which spreads. I make that call... If a bait isn't running well with the thers its my regular mates job to find one that will work. Again the local may know if a particular shape or color or speed works better in a given area and we will take that advice...

The owner of the boat has the final say, especially if the weather is not so great. If something breaks its on him, not his friends, so while he should take his friends advice openly, its ultimatly his decision. The boat gets a take and has a say, so basically if he owns the boat its his say.

Sometimes the capt, sometimes the mate, sometimes the crew, sometimes the one who paid the most for the trip, sometimes the one who thinks he knows it all, sometimes the most popular person, sometimes no one has a clue and we guess, they all work sometimes and they all fail sometimes

I fish the OC Tuna Tournament on a charter every year and fish my boat every weekend the weather allows. On the charter in the tournament, the captain and mate get the call of where to fish and for what. Having a relationship with the crew, I may be asked for some token input but they know best considering the frequency on the water and info from the docks.

On my boat, If there are more than one good option for spots to fish, I tell the crew what I am thinking and ask for their thoughts. My guys are looking for intel all week and studying temp charts so I value the input. That being said, the final decision is always mine.

we discuss all of the information at hand prior to the trip.

but ultimately the capt makes the call.
