Double D , Last year I was boarded and the officer asked if I had a dolphin permt . He said it was a new law last year and that I would get just a warning this time . He gave me the place where I needed to contact but lost the info. Has anyone else heard of this ?

He wasn't looking for the HMS permit (tuna shark and billfish)? I can't find any requirement for a dolphin permit, maybe I'll learn something here

Atlantic HMS Angling Permit (Recreational) Description

All owners/operators of vessels fishing recreationally for and/or retaining regulated Atlantic Highly Migratory Species (Atlantic tunas, sharks, swordfish and billfish) in the Atlantic Ocean, including the Gulf of Mexico and Caribbean Sea, must obtain an Atlantic Highly Migratory Species (HMS) permit. Similar to Atlantic tunas permits, 2006 Atlantic HMS permits cost $22.00 and will be valid from the date of issuance through May 31, 2007.
