Personlly, I like a SQUIDNATION daisy chain(rasta) with a Islander sea star(B/W) at the end, with a bridled hoo.

But, im sure you will soon get many responses from some very very good NC fisherman we have on this site.

I like pulling the black/purple moldcraft super chugger. looks awsome in the water and i've had some good luck when i've pulled it.

You can never go wrong with a squid chain and an Islander chaser. I like green squids, Squidnation Rastas, but use your own preference. As for the chase bait, i like a Blue and White Islander, but have also had luck with a pink and blue seastar.

The squidchain is the one teaser that has worked for me everywhere I have fished. Atlantic, Pacific, Caribbean..... Whites, Sails, Blues, Stripes......Tunas, wahoos, dolphins.

I think the dredge is the single best teaser being used today and with all the options available they can be fit from low budget to unlimited, from big set-up to small. On the budget end you can go with the simple zing dredge bars and some shell squid, for the small boats the Tournament Cable bucket dredges are the heat, and for the big boys both Offshore Innovations and Tournament Cable have a cornacopia of incredible offerings that cover every possible dredge setup.
That said I think the dredge by itself is the only teaser that completely simulates a bait ball all by it lonesome.
Number 2 would be the daisy chains mentioned above, Squidnation, Iland or natural Ballyoo
