I've heard that they bite extremely well in the eye of the hurricane...
Approaching low pressure seems to send fish into a heavy feed. This is just based on my personal experience. The high pressure building in after usually shuts them off.

Before is usally NUTS!!!!!! the fishing is off the hook and the calm is erie!!!!! We fished the day before hurricanes from the time i was a kid and it always proved to be the best trips of the year. Last one I did was before Dennis we loaded up on red,then grouper, aj's and while you were waiting the smoker kings were beating down the freelines. Just as jay said make sure you check the arrival times of the winds and waves... The fishing is great but still not worth your life. Also if your a diver the lobster march a day or two before ...added bonus!
Better check with Dirty Jane Lubchenco to see if she'll let you go before or after...
Keep an eye on the weather and leave enough window to be home and in bed before it snots up out there... Seriously on the other note, the way NMFS is playing games with regional closures you definately want to check before going...
I find before is a good bite for a lot of species. In the bahamas I do better on the grouper if the water got dirtied up some on the other side...
