Best part for me is the consortium files all the paper work for you to the USCG each year. The USCG in Wilmington told me that I was not in compliance if I was not enrolled in a random drug testing program, whither it was one that my company requires or a consortium like Maritime...
Oh ya, this went back to when we fell under the DOT. Now we are under Home Land Sercurity

There's a very simple solution, legalize it.
This will stop drug wars, the gov't can tax it and the farmer can grow it.
Those who choose to OD on cocaine, meth, herion(sp) etc... can. But I think if drugs were legal there would be less drug use, just my 2 cents.
At the very least weed should be legalized, look whats going on in Cali, as I said earlier it could be a cash crop that the gov't could tax, it's already the number 1 cash crop in NC. Thugs wouldn't murder each other and innocent by-standers.
It has medical benefits, it's 100% natural, less people have died from it than alcohol. I had an aunt with cancer, who was going through cemo(sp) her doctor told her that if she could find any marijuana that it would help her with nausia and appetite, why couldn't it help other people with other illnesses?

The legalize it BS is just that People that smoke pot in the US that are not Native Americans started smoking as an act of defiance or to fit in with others as an act of defiance Twist and turn it any way you want This is the bottom line Now that we have this epidemic Look at what our politicians have done It is not wrong but a disease We are not going to punish them we are going to rehabilitate them with money that was for the safety of your children We are going to drive them to the rehabs with money that we were going to educate your children with We are going to house them in your neighborhoods while you work with money that we were going to protect and serve you with

While I agree with the general tone of this thread i'd like to add 2 thoughts:
1. Tobacco is a FAR more lethal drug than anything else mentioned here. Illegal drugs may be responsible for 20 murders a day or thereabouts, but smoking kills 1,200 people every day. When I was in medical school, my surgery rotation in the operating room they called "Marlboro Country" was gruesome.
2. Marijuana is illegal, but it is also a very effective drug and I am one of MANY physicians who would support legalization as a controlled substance. Most of the people who use it legally and medicinally (in California) are just potheads, but there are many for whom it makes the difference between living a productive life and one in pain. I often suggest (not prescribe) it to patients who are in chronic pain. I think alcohol is far more deleterious than marijuana.

Pot runs rapid in MI where I work they do anual and randon screening. Some of our workers openly admitt to using it often. All the testing do is cost the company money. I don't know the anwer but something need to be done.
