We used to use sink nets quite a bit off the OBX to catch big pogies for king mackerel fishing. While you might set 100 or 200 yards of gill net, letting it soak for a good while, with a sink net for bait you only set 30 yards or so right on a bait mark. You set it then go back and start picking it back up right away so the pogies don't die in the net. You might have to do this a couple times but it works great when the water's too deep for a cast net.
It's the same as a gill net, which is illegal in lots of places so check first regarding the licensing, legality, etc.
