In my opinion you are wasting your time trying to recondition them. In the long run you are better off to reskirt the plugs and retie the ilanders and witches. Once that hair becomes kinked or matted it WILL return to that condition. If we are fishing a lot, an ilander will be retied once a week and sea witches my be replaced daily depending on condition. What I think a lot of people do not understand is that an ilander or witch not only provides color to your bait but that bounce and pulse of the hair does a lot also. If that hair is kinked and matted it will not pulse and there is no way the hoo will swim right if the hair is matted around the hook, or if it is parted to one side of the bait. If you think about it, a pack of ballyhoo cost around ten bucks and we have no problem thawing four packs a day with the hopes you need them all, so why are you trying to save a 4 dollar witch and fish it all season when it was likley frapped out after day one? This could also go for leader, hooks, crimps, and much more. Food for thought. How good do you want to be?
Try washing the Islanders in shampoo and let them soak in conditioner. I found that really brings the hair back.
