You really only need to cut them off if one or both are frozen with it facing forward. If you cut one off cut them both off. Just think of a rowboat and having an oar drag in the water, it pulls to that side. It throws off the 'balance'. If you want to cut them all off you can, but if they are frozen with them tucked back you should be ok.
You can always rig split bill for a little action. My rig is eyes out, no pin rig, wire through eyes then up through beak and wrap...
Speaking of split-bill, is it normal to put a skirt on a split bill rig?
If you put a skirt on a split bill, you sort of defeat the purpose. Properly rigged, the split bill acts like the lip on a diving plug. A skirt would prevent that.
That said, I can't see why you couldn't rig split bills with skirts - it is just a bit more effort than a classic pin-rig
