Planer vs. ?

Figured this was the right place to ask, since this is where I go for all my info. This is a two part question, and would appreciate some input. What is the benefit of running a planer vs. use of a downrigger? And also, I heard talk of using a planer off of a cleat, rather then a rod. Would that be possible? New to this game, just trying to learn as much as I can during these cold winter months up here in NE. Thanks for your time.
