thats just a whale trying to be and ANGLER FISH.
I do not know what the fuss is about I have a whale permit I have to file if I kill one, accidentally of course. The guvment makes me carry it on my boat , just in case.
Plus it seems that we could just put Research on the side of our rigs to skirt the law , the down side is the sea sheppards will harrass you.

BFT fishing off Stellwagen Bank last November we were done and heading for the barn when we saw a buddy who was tight to a nice fish. Called him on the radio and came up along side for photo ops of the end game for him. At the same time, the NOAA boat "Auk" was steaming out and pulls up right next to him and deploys a sonar head off of the A-frame. The NOAA boat would not respond to radio calls requesting he give room. They ended up pulling the hook on the fish and once NOAA was satisfied it was over, they hauled in their sonar head and took off. Did they think he had a whale on the line and they were monitoring cries for help! There was no whale activity in our general vicinity to give them pause for concern.
This is the same boat that on a previous occasion, ran over a right whale (most endangered) after monitoring them feeding in the area. These are the people that we have protecting the whales and making rules.
