The age and first time boat owner part is whats crap. Every one who operates a boat should be required to attend the course, or take a very extensive test. No online bullshit. The only exemptions should be if youve attended a certified USCG class (6pack) or currently have a USCG license of any size. There are far too many morons operating boats that dont have a freaking clue about what they are doing. Lee as far as giving the authorities leverage with BUI and reckless driving, Good. Take the idiots off the water. I hope they have very severe penalties as well, get caught without a license, lose your boat. Dont mean to sound harsh but Ive come across to many dumbasses on the water
