Dave did actually get a PH! Wasn't for getting shot though. See...after he shot himself in the foot he was jumping around in pain and trip on a rock and smashed his head on the side of the GMV. Fortunately for him, the GMV was backing up to maneuver on the enemy which made the injury happen in a fire fight, in turn making him eligible.
