WHY IS IT LEGAL TO THROW CIGAREETTES OUT THE WINDOW AT ANY TIME...ANY PLACE...AND AT ANY INTERSECTION IN THE USA?

HAVE ANY FIRES EVER STARTED FROM THIS IN CALIFORNY? NEXT TIME YOU ARE IN MHC ....AND ARE WESTBOUND AT THE LEFT TURN TO GET ON HIWAY 24 AND HIWAY 70 MHC....CVS IS ON YOUR RIGHT..........LOOK ON THE GROUND TO YOUR LEFT IN THE MEDIAN AT THE 1,000,000 PLUS CIGARETTE BUTTS IN THE GRASS.....SEEMS A LOT OF MONEY COULD BE RAISED WITH THE NEW INTERSECTION PHOTO CAMERAS PLACED HERE.....THIS INCLUDES COPS AS WELL....

....IF I TRAVELLED DOWN AN INTERSTATE HIWAY...OR ANY HIWAY WITH A 55MPH SPEEDLIMIT OR GREATER.....AND STARTED TOSSING SHREADED TIRES OUT ON TO THE HIWAY WITH NO REGARD FOR FOLLOWING TRAFFIC....WOULD I BE GIVEN A TICKET FOR LITTERING?...OR WOULD I BE PASSED OVER AS ALL 18 WHEELERS ARE?.....

I can't answer all of the above, excecpt maybe the tire thing and the MIL question

I believe down south the big-rigs are allowed to use re-caped tires and given the fact that the trucks are probably over-loaded, tire pressuers are probably off and in increase of friction/heat cause the tire to come apart

now on your ? about check engine lamps not burning-out I asked our driveability tech, Dennis and I got this blank stare, then the "whatchoo' talkin' 'bout, Willis?"

allthough those pesky cig butts are an eyesore I would rather have them cops looking for the guys that are stealing for crack or just plain stealing cause they are too lazy to work. A local Police Department went on a big "ticket the smoker" kick a while back with more than a handfull of unsolved murders on their plate, manpower management is important

yep..they can use recaps...the reason they run them off the rim when they have a flat is so they can get the rim off to replace the tire...its a major PITA to fix the flat if they don't...BUT...they are supposed to pick all that stuff up no matter how far back they have to walk...

With the retreads on the truckers tires for every pound of air pressure below the rating the temperature of the tire increases one degree. So when their tire is under the proper air pressure say ten pounds the temp of the tire going down the road increases ten degrees..the glue they use will come apart at a certain temperature causing the retread to come unglued and off the tire making a nasty steel belted obstacle for us to avoid, that is how it was explained to me by a tire guy wether there is any truth in it I dont know...onto the cigarettes and the butts out the window in NH where Im in law enforcement we can write them for littering or under a fire ( forestry )statue..neither of which Im guilty to say I have ever really enforced..
