I would 100% have it soda blasted. For years we did what you are doing. We would palm sand the chipped areas, clean, re-prime where it chipped, then paint. It gets to the point of being counterproductive.
If you are wanting to really do it right then have it stripped with soda blasting.
Then on your own apply the barrier coat and my recommendation would be multi-step micron interprotect process.
