If Ignorance is bliss, Why aren't more people happy?
It has been a few years since I've sold any bottom fish, but at the time, it was legal to retain and sell the equivalent of recreational limits - without requiring the Reef Complex (Snapper/Grouper) license... A NC SCFL is required...
But these days you just never know -

I do not know about selling the AJ's but I think you have to purchase 2 snapper/grouper federal permits to be able to sell the groupers, one to use and one to retire. Since there is no open access you have to purchase from current permit holders, supply v. demand=high price. Same scenario as to aquire a NC Std Comml Fishing License.
With the new grouper regs you cannot sell unless you have federal permit. No more sale of rec. limits..........

So you have to BUY a permit that is good for one year (12 months) and they close the season for 1/3 of that year. Does anybody see something wrong with this picture?
I got an idea; let us pay the idiots that make these rules kind of like that. Give them 2/3 of their pay and they still have to work the whole year. Wonder if they would think about how some poor guy spends all the time and money to milk out a small living and they just steal it away from him. No don't think they care or know what it takes or involves.

The no bag limit sale law went into effect back in the fall. The permits are on a 2-1 basis, and it costs, I believe $25.00 a year to renew your permit. The going price is $12,500 per permit, and you have to buy 2, and turn one in to SAFMC, unless you buy a corporate permit, on which the going price is around $24,000, but keep in mind that if the powers that be decide to implement an ifq, that you may lose your permit if the catch history on the permit is not high enough.

In the meantime, I believe that AJs fall in the reef complex species classification (as do sea bass, triggers, grunts etc) the sale of which is now permitted only to the holders of SAFMC grouper - snapper permits.
Those permits are priced as already stated and are permanent with minimal annual renewal fees.
If there is to be any bottom fishing in the future, limiting the sale of bottom fish to the few hundred SAFMC grouper snapper permit holders facilitates much easier record keeping for the bureaucrats which in turn temporarily satisfies the enviros who want very strict enforcement of quotas on the way to a limited entry quota fishery and, potentially, total protection of a public resource from..... the public 
There is trouble brewin' indeed, but the selling of federally managed fish by recreationals is not the problem. As a matter of fact, I agree with it. Possessing a NC commercial license does not make one a commercial fisherman.
