Its not a permit of any kind. Its a Commercial Fishing License. It allows you to sell your catch.
Its a North Carolina License, so I am not sure if you can fish it in any other state other then NC.

Its good to fish in NC, but if you have a license in one state, its much easier to get a license in another state. At least it is that way here. If you have a license in another state, you can go to Marine Fisheries here and get an annual license for here real easy.

John, I have one in Delaware and one in Maryland. It allows me to sell my catch that I have landed in that particular state that I land my catch in. I need to renew my specific HMS Permit each year however to kill federal fish for sale outside of 3 miles. Is that how it is in NC? And is there a different renew price for the License for an in state resident than there is for an out of state resident? Let me ask you, what have you used it for...i.e. tuna? King Mackeral? Mahi? Seabass? It sometimes makes a difference between different states about previous landings for future quotas. I would be interested in talking to you about this. Thanks

The NC Standard Commercial Fishing license is a "right to sell" license for NC. It allows you to sell your fish, but it does not grant you a license for specific quantities of fish - ie: you'd still need a reef fish license for snapper and grouper, or a king license to sell quantities above recreational limits...
