how do you tie flies like this and what materials do you use?

That's a Bob Popovics fleye. Get a copy of his book Pop Fleyes and it will give a bunch of pictures and a number of VERY VERY useful flies for fishing the mid atlantic region.

a simple fly to tie, but the epoxy will take plenty of practice.

One of the tricks i have used to make the epoxy easier, since i do not have a wheel to dry them on, is to use a long shank hook and then place mylar tubing around the fly back to the curve. Saturate this with epoxy and it holds the shape very well.

jake that fly is nearly indestructible . have taken lots of species on that fly..

I have some of those flies and which have last many many years. Hard to destroy.
