another thing. while i'm on the dock i walk up and down it and i see fish schooling around and was wondering what they are and what i could use to catch them.i tried throwing live shrimp about 3-4 feet in front of them and they go right past it...

Cheap mustad 7/0 hook... 3 feet of single strand #7 wire... Maybe 10 feet of 50lb mono leader. Instead of double line for attachment since you are casting, use a blood knot from main line to that portion of leader. Between the wire and mono you can either use a swivel or a snap swivel with 125lbs or more breaking strength.
As for rigging just poke hook through either chunk, fillet or head just enough so it doesn't fall off on a cast. You don't want to bury the hook as its difficult to sink into a sharks jaw if you do.
If you are seeing schooling fish milling around that don't eat, they are probably mullet...
