Yes, Anyone can just go up and walk the river in search of Salmon trying to get up the river. I used to fish that and the Oswego river with great success! I've had better luck in the Oswego but if you hit the Salmon river at the right time you can catch them pretty good. I used to wait till the end of the Salmon run and go after the big Browns & Steelheads heading up to eat the Salmon eegs! Same goes for the Oswego. Since the Salmon aren't really eating when heading up the river the only way to catch them is to really piss them off to the point were they attack your lure. The last time I was up there (which was 15+ years ago) they still had a snagging area but by now I'm sure they did away with that.

can a guy just go up there, get a license, park, walk to the river and fish? will a spinning rod work, or do you need a fly rod?
Krokers are steelhead when they are fresh in the river they are a bright silver i'll have to dig upa pic for you. yes you can go at it alone i would suggest going with a guide to learn the methods you will want a 10 ft. noodle rod for spinning gear and when you get on them there is noting in a river that can make a 50 yd. run like a 30 # king in 8- 12 inches of water
