North Captiva Island

He's headed to North Captiva Island for the last week of March and wants to know what is the best way to find out what fish are running, where to go and the best flies

I've heard http://www.mangrove-outfitters.com/ is a good shop to talk to down there. They're a little drive from Captiva, but should be able to help you.
