Between Box's guess and JMS' PM and Bird Dogs 2nd guess you guys got it right.

It is bait on the deck flipping around that was caught with a cast net emptied directly in the baitwell then put on the deck with a dip net. We did this to let the bait die before chunking it up so it would not slide off the cutting board in the rough water.
Bait flipping around on the deck was the right answer. Nice combined effort guys. I heard this sound all day and it gave me a good idea for a clueless video.
