Fished for and caught Sierra Mackeral in Cabo san lucas, there we blind cast with hookless "Rebel Jumping minnows" until we found the fish then chummed them with live sardines to get em turned on!
Tackle was an 8wt fly rod, extra fast sinking line, 9 - 10ft, 20lb leader with some 30lb single strand wire Allbrighted on, attached to that was a Clouser Minnow
I am sure this system would work for you, just match the Clouser minnow color to the bait fish in your area, you can try other flys but i think this one would take some beating.

Brandon, I'll make you up a few and when I come to Wilmington and fish with ya, Ill drop em off

I caught decent amnt of spanish from the side of bogue inlet on the fly this year, Really small glass minnow patters were great.

LOT of flash = they nailed it.

I haven't caught a spanish since I was about 10 and that was with gotcha plugs on the end of the Kitty Hawk Pier...RIP.

Spanish are pretty agressive though....aren't they?

I'd think flashy and of relatively small size....#2, 1/0 Any albie flies would be good. Like Jesse said...glass minnows....sili skin minnows, clousers, candies, other rain bait patterns.

I'll post some pics later of stuff I've tied with stuff I think might work.

This is the Surf Candy by Bob Popovics. It's a very popular fly for toothy critters and is nice and tough. Ingredients can be found in Bob's book Pop Fleyes along with a number of his other creations.

He also does a bunny version of this one.

    more to come.

im not a fly fisherman, but i have seen flies like these in various shops and wished they made them for spinning tackle! they mimmick those glass minnows and silversides that the spanish like to ball up in the inlet to a T! and when the drum and trout are keying in on the same silversides....like they have been lately....i have a feeling a fly fishermen could lay the smack down on them with this pattern.

Thats the ones JMS. I refered to them in the dolphin thread by JP.
Just had a small handful donated to me a while back. Got one that is about 2 1/2" that is begging to be stripped from near a floater or grass for dolphin.

Have seen them as small as 1/2" for albacore last fall.

Yep those are the sili skin minnows that are pretty new.

Sili Skin is pretty expensive when it come to tying material and is tough to work with...at least for me. I have tried a few flies like those but they all ended up in the shit can.

Here's some stuff I had laying around the tying table.

This guy is similar to a candy but uses easy body to hold the epoxy. It's much easier...duh...to get the body shape this way. The epoxy was cheap 5 min so it has yellowed with time....use at least quality 30 min or stuff from rod building suppliers. It's just white and tan bucktail with peacock top. one a 1/0 or #2 gamakatsu SC15.

This one is basically tied like a mushmouth....www.aswf.org for lots of good instructions...designed by Dave Skok.

It's Polarflash over white superhair. once again the epoxy head yellowed.

here's a tailless clouser. I tie most of mine with no tail. Just a wing. I like them relatively sparse. This one is orange/red/yellow with rainbow gold flashabou and maybe some UV krystal flash....mono thread. and a 1/0 sc15 again....this color combo was originally showed to me for pickerel fishing but has also landed some nice flounder for me....should work well in stained or off color water....it's very easy to see.

A Bob's Banger....great versatile topwater popper...bucktail flashabou estaz foam and prismatic tape.

This is a siliskin fly too...it's pearl krystal flash and craft fur with mother or pearl and silver sili skin. the eye is paint and gill is marker ASWF.org has instructions.

Here's a candy from about the 3rd batch I tied...it's not pretty compared to the one in my last post....which I didn't tie....but it has caught some bluefish.

more to come later if someone joins the FLYSWAP.
