You can drop the lower for the winter time. Put fresh gear oil in it immediately, do not let another hour pass with out any oil in the case. The metal gears being exposed to air is just like things rusting if you leave them around salt water.
Take it to your local dealer and let them pressure check it to find out what seal is bad, and let them reseal it. I wouldn't bank on the gear oil screw being the only source
You can just bring the lower to them and not the whole boat if you can get the lower dropped.
If you had no problems at the end of season with shifting and such odds are you just need a reseal and no damage has been done. 9 times out of 10 that is the case
