Painting Electronics Box?

Hey guys I have to paint the electronics box on the little boat and was wondering what the best approach would be as I have no access to a spray gun or air compressor. I am not sure what the company that built the T-Top used but water got in there and the paint is starting to bubble in some areas. I am going to strip the box down and prep accordingly but I have no clue on what paint/primer to use. Is there any way I could use some real good "rattle can" primer and paint to do a decent good looking and durable job? If so who makes the best product and what special techniques need to be performed if any?
