Need Lenco tab help

Everything in the console of our CC got smashed and held underwater for four days after Hurricane Hanna. At least the up/down switch was totalled, and possibly the control box. I am not sure if those are supposed to be waterproof. It was protected inside the console, but was maybe a foot underwater for a day or so.

The boat is being rehabbed (by the friend we gave it to) and he can't get the tabs up. He tried hooking wires to the battery, and it just runs the tabs in one direction, down. He alternated the polarity.

Does anyone have any idea if there is something he can do to retract the tabs? Obviously they are okay if they will power down.

He already didt when he reversed the polarity. Try it again to be sure.
