just had this thing rebuilt and the water doesnt pump out all new internalls does the water pump or impellar need to be primed with earmuffs can it be vapor locked

I'm guessing that this is an outboard? I wouldn't think so, sounds like either the impeller key has slipped or broken or the seal has a leak in it...
With the big boat, when I replace them, I prime them before I fire the motors off, just me...
Oh ya one more thing, well 2. Check the "P" ohle and make sure that it is not cloged. #14 copper wire (not sloid) should do the trick. The other is to check the intakes and make sure the strainers are not cloged with sand or other trash...

flushers (ear muffs) are not a good indicator for water flow or pump operation. Best thing to do is put the outboard lower unit in a bucket or trash barrel. That way you will know if the pump is working with out water pressure forcing into the pick up.

If you had an over heat thus the reason for the change of the water pump you may have rubber pieces of the impeller scattered thru out. Also if you ran aground you could also packed sand/mud/debris all the way up to the power head.
Impeller could also be installed wrong as well.
You should be able to run her on a hose providing you have enough water pressure and proper muffs
There is more than the normal water inlets on any of the newer model year lowers. There is different style muffs as well. Barrell would do you justice just as well.
Also your telltail/pee hole could also be blocked again if you ran aground or rubber debris
