Mr. Clean magic erasers.

WD 40 will do it
I'll second the Mr. Clean Magic Eraser pads. Just wet the pad a little bit and it will work like magic.

Looks like work boot residue or some rubbed a rubber edged item on it . I would try denatured alcahol before srcubbing it with abrasive's ,
Mr. Clean magic eraser is probly the greatest cleaning device ever.

I come across this all the time on boats that I detail especially if the boat has been in a boat yard. Sometimes it is because of someone wearing black sole shoes on deck not sure if that is what caused this mark but it looks simular.
The one thing I have found that works on this kind of marks is heavy duty compound by 3M and water . What you do is put a small amount of compound on a towel and rub it into the marks, spray on some water while you are rubbing the compound into the marks (you do not have to rub hard), it will only take a minute to get it out.
Then you just wash the area to remove residue.
