Radar question/problem

have a Northstar GPS/Radar system, I’ve been trying to use my radar for the past two weeks. When I have it on the entire screen is full of tiny dots, there are boats all around me and I’m not seeing them. I had a guy on board with almost the same system and we cannot figure this out. I’ve tried all the settings, tried manual and auto, tried resetting to factory setting and I am still having trouble with this. Can anyone provide me with any insight on the problem? Thanks
