Honda Carb Synchronizing- Help Needed

Anyone have any experience using the honda gauge set to synch the carbs on a honda four stroke. I am unable to get a steady psi reading on each gauge to make the necessary adjustments. The needles on the gauges go hay wire. I have no air leaks on the carbs, I have already gone through all of the gaskets and replaced everything. I am able to get the needles to settle down a bit as I give it more throttle but they still fluctuate by about 5 psi. Any advice or directions to turn would be much appreciated. Thanks
