9" shad would make life so much easier and work just as good if not better in my opinion. I have just started out making dredges to sell. I take a 36" dredge bar and put 4 loops on each, followed by a 28" with 3 loops, and a 24" with the 2 loops. With the mullet dredges with 2 loops on an arm, its not getting the baits close enough together to make it look like a shadow from down deep. Theres too many open spots. I pull a triple tier dredge with 58 9" blue/sparkle shads. I make the whole bar from scratch and make it from 1/8 stainless bar so it is much heavier than the bars most people are pulling on their mullet drdges.
