No they have 0, 15 and 30 degree holders. There is a bolt on the bottom that you can tighten or loosen to make swivel easier or harder.
Also, make sure you get backing plates.

They all work well, for the trolling setup,but if you fight fish out of them, you'll want to move your rod to the 0 deg holder.
The starboard ones especially, are not ergonomically correct for fighting fish, feels really awkward to have the reel leaning over to the handle side while you're trying to put pressure on.
I like the way they point to the riggers when trolling, and never foul each other on the knockdown.
The 30 deg with a bent butt are practically horizontal, ideal for flat lining huge marlin lures short, eliminates rod whip and consequent transom damage!
I have fished a couple types of swivel rod holders. 0 degrees is optimum, but not always practical from an installation point of view. On the Viking I used to run, my boss did not want the teak gunnels covered up with rod holders. So I could only go with a total of 4 rod holder in the gunnel. I decided to go with the 15 degree swivel rod holders, this still allowed me to fight fish out of the holder and troll with standard straight butt 50's. The 15 degree holders worked just fine. I think 30 degree swivels would not work as well.
Yes, golf balls work but are far from perfect, you will find your rods swinging around violently in any type of swell or chop.
A few companies make swivel gimble lifter that work pretty good.
