When we bottom fish I have a Penn 750ss spinning reel that works fine for me and we also use the trolling reels. We mostly light tackle fish. One friend we will use Penn senators with 50Lb test and we are usually fishing 80-100 ft water. If you go to the bottom of the main forum page you will see meltons and you could pm Hunter and he could help you Or any of the sponsors on this site. There are quite a few.

I work at various boat and fishing shows around the USA selling my line of custom lures
A good basic reel to start with would be the shimano speedmaster. You can use it for light trolling, bottom fishing and casting if needed off the local piers. Loads up with about 330 yrds. of 30lbs#. This will set you back about $100.00 . Spend more for the reel then the rod. A good inexpesive rod would be the uglystik lite. A good medium or med/heavy action gets the nod for bouncing the bottom.
Also comes in handy when livebaiting for kingfish and sails. If you stay in only 80ft. of water you may also look into a decent spinner outfit for the smaller snaps like yellowtail and mutton. Something capable of handling line around 15 to 20, In the area you mention, flatlining a small piece of cutbait with chum in the current can be very effective.
If you need the budget combo I have a decent used rod you can start with. It's a penn 535 on a new ugly stik rated 20-50 7 ft.. $90.00 for the combo but you have to come to broward to pick it up.
If you have anymore questions about the area and gear needed please feel free to ask.

    about the combo

you should look around for a somewhat cheap penn senator 4/0 and spool er up with 50 lb line and i dont have a suggestion for the rod
