I live down here and I never heard that. You can get a fishing license at Semernat there is one in the Hotel zone. The only thing you need to watch out for is you can't fish in a park in Mexico. There is one at the south end of the Hotel zone (Nizuc) If you see tour boats anchored out they are in the park. As far as fishing right in front of one of those hotel I don't know what you would catch.

I fished off the dock at a place in Playa del Carmen a few years ago without a license and no one bothered me. I caught some needlefish, various reef fish, various jacks, needlefish, and hooked a spanish or similar mackerel. Also got some cool underwater pics of the mackerel while snorkeling. All were caught on small flies (2-3"). I've seen a bunch of pompano and permit in the area snorkeling, and I hear there are bonefish and tarpon as well. Of course, cuda's and shark are all over the place. Good luck.
