That looks like an older Dragon Eyes Lure. The removeable head is somewhat heavy.
It is a good rigger lure in calm to moderate seas for Dolphin, Tuna. I would rig it with 6 ft of 80 lb leader on maybe a 7/0 Mustad Hook. I'm just guessing on the actual size of the lure based on your Pic.
I've pulled them many times, but unless they are able to "Pop" once in a while, they dont leave much of a smoke trail. The weight of the head keeps it below the surface in calm conditions.

INFO

Hi All:

Don't know the name but it must run ok. I guess it's where you run the leader line thru the holes in the face.
It appears to have two holes. One would make it run more on the surface while the other would make it run a bit deeper.
I like the idea of running off an O/rigger . Try this:
Make the leader 8 feet long. About 3-3,1/2 feet in front of the lure put your 1st FLAT FACED T'ZER. Now add another T'ZER 17 inches INFRONT of the other T'ZER. NOW for the last one, AGAIN put this one 17 inches in front of the other T'ZER.
That makes the WHOLE RIG ride just AT or ON top of the seas surface(depends on how far back U place this rig). The three T'ZERS really kick up the white water and make the lure
sway back and forth.
HINT...HINT...HINT... Use a TUNA BIRD out in front of the lure on a 7 foot leader.
HINT...HINT...HINT... USE a TUNA BIRD that has a TURBO TAIL(look at what I have on my site) . That tail will generate lots more action and WHITE WATER. That in turn will get more fish in your spread.
HINT...HINT...HINT... With a Tuna BIRD, you can run that rig ANY WHERE in your spread back from the 3rd wake wave and back. Heck, run it WWWB and it will work.
HINT...HINT...HINT... Run this rig on the SAME SIDE of your spread that the PROP TURNS IN. WWHHAATT???????? You heard me. That lure will run BETTER and produce when it RUNS INTO ALL THAT DISTURBED WHITE WATER FROM YOUR PROP.
Thats one of my hints and tricks that I give when I do my seminars at shows.
'Nuff of my mouth running off.
