You might say a broken-down boat led to the recent launch of Frankie Tollinche's South Florida fishing charter service. It was 1995 in the marine mechanic's home waters near San Juan, Puerto Rico, and the outing he and his buddy had planned appeared to be ruined. But his friend had a tandem kayak, which they used instead of the powerboat.
