In these parts, the opposite is true for catching quality whisker fish. Fresh Gizzard shad is the ticket-- not frozen, not two days old on ice in a cooler-- but fresh, i.e., kept alive if at all possible until it's time to put on the hook. Makes a world of difference with the Blue Cats. Flatheads tend to bite much better (around here) on live bait-- especially a bream. Channel Cats will eat the garbage, but fresh bait tends to still work better than nasty, smelly stuff (again, in these parts.).
I have also fished Santee Cooper in SC for the Blues and the local custom there is similar to that in Virginia.
Another popular bait for the Blues around here is live eels but I have personally had much better sucess with shad.
