I'm staying in Cancun and have booked a charter. The resort (Moon Palace) supplys kayaks to the guests. I asked the the recreation director where I could fish without a guide. He told me that it was illegal to fish in Cancun without a guide. Has any one heard of this? It sounds like another scam!
